EY's India C-suite GenAI survey from 2025 covers more than 200 enterprise leaders, and according to this, 47% of the organisations have multiple AI use cases live, with 10% are scaling use cases across the business. On the other hand, 23% are still at an early stage or running pilots. Deloitte’s State of AI in the Enterprise 2026 report, published in March 2026, presents its India findings. This report found that 40% of the Indian respondents report significant or full use of AI compared to the global average of about 28%.
AI adoption is real. For many businesses, the question is not whether to use AI; it is how to get it into production.
What "end-to-end" AI development actually involves
The following is our analysis, not the findings of the report we showed above. A working AI System doesn't just need a model; it needs much more than that. First, you need to choose a use case that can be measured and is worth solving. So, you need collected, cleaned, and secured data. Second, a model should be built or adapted for the task and needs to connect with the systems where people are working.
For handling real workload, the system has to be deployed. After going live, it also requires monitoring so that it can work according to the data and the user behaviour. A project that only focuses on the model can stop before users ever get to use it. This shows that, when comparing AI providers, end-to-end matters.
Where projects stall
There are some main challenges that we found through the Deloitte India data. The top barrier, at 39%, was regulatory and compliance requirements. Second is resistance to change at 34%, cost at 12%, and infrastructure at 5%. The same report shows where Indian enterprises plan to invest for scaling AI:

- Data storage and management — 61%
- Scalable infrastructure and compute — 54%
This shows that the hard part is not just the AI algorithm; it is governance, data, and adoption. A good provider should plan for these things from the start.
Build, buy or blend
As per this Deloitte report, 49% of Indian enterprises go for a blended buy-and-build approach, where 31% go for off-the-shelf tools, and 19% go for fully custom in-house development. This shows what buyers think: use ready-made tools where they work efficiently, and build custom solutions where the use case or data is specific to the business.
