French tech funding is up, but SaaS specifically is not

If you look at France’s startup funding, it looks strong at first. According to a French tech journal, €4.83 billion was raised in 278 deals in H1 2026. Since 2022, 2026 has become the best funding year. But there is a point to be noted behind this number: most of the funding has increased through two very large funding rounds, that is, Alan’s €480 million and AMI Labs’ €890 million. These two deals have made up around 91% of the total increase. Without these two deals, H1 2026 is only 4% higher than H1 2025.

Saas funding also did not grow this much; it dropped 44% year over year in Q2 2026. The total number of deals also reached a 6-year low and decreased 17% from the previous year. French Saas startup is not one of the companies that is raising nine-figure funding; this is proof that the funding environment is getting tighter, not easier.

What a tighter funding environment actually means for how startups build

Startups need to use their own money carefully when funding decreases this much. This will decide whether they are going to reach a milestone or run out of money first. For any early-stage Saas company, engineering is the highest cost to control. In France, building an in-house team can be costly, including spending on hiring, onboarding, full-time salaries and other overhead costs. When the number of deals for the next funding round is at a six-year low, these fixed costs are harder to explain.

Why more French SaaS startups are building lean rather than building large

Where there are fewer funding deals and available money is less outside of some of the large rounds, many more French business owners search for a suitable way to make runway last longer without slowing down product development. There is outsourced or augmented development, a way of doing this. Companies can spend based on the basis of their needs, instead of fixed hiring commitments. This is not a replacement for building a team; instead, it is a way to use capital when the funding market is tight.
