Italy's IT talent shortage, in numbers

It is becoming hard to find skilled workers for Italian companies, especially in the tech sector.

According to ManpowerGroup's 2026 talent shortage report, a survey of 39,000 employers across 41 countries. It shows that 70% of Italian companies are having difficulties in finding qualified talent in 2026. It has improved from 2025, when it was 78%, but not fully resolved; many of the employers are still facing problems. 77% of employers are facing difficulties in finding the right talent for their organisation; tech and IT are at the top of the list. These are followed by hospitality and catering, which is 76%; energy and utilities, which is 75% and industrial roles, which is 74%.

The 77% figure is more noticeable and important. Italy’s hiring difficulties have improved compared to last year and are better than the 72% global average. But IT still remains the hardest sector to staff in Italy; it did not improve to that extent.

Why software and digital roles are the outlier

The same ManpowerGroup is telling us what the problem behind this is. According to employers, the hardest skills to find are related to digital, especially the application of AI and those related to industry. This is not a normal shortage. It is the shortage that companies need to build and update software; these are mainly technical skills. Italian businesses that are developing a new product, updating an existing system or handling a growing technical roadmap, not having the technical skills can make things difficult. The local hiring market can take a large period of time, even after getting a higher compensation package from the company.

Why more Italian companies are looking beyond their own borders for development capacity

Because of the greater shortage of digital and software skills, many Italian companies look outside of their own pipeline for software development skills instead of waiting for the local talent to improve. India has become one of the more established places for this kind of work. One of the main reasons is the large number of engineers with hands-on experience in web, mobile, cloud and data-driven application development. Working hours also allow meaningful daily overlap with an Italian business day.
