So, the first step should be to decide what kind of engagement you need because getting quotes, measuring success and the daily involvement of your team will depend on this.

You should be clear about data security and IP ownership before any kind of development. So ask them:

2. Where will your data be stored and processed?
3. What security practices are used to control access to your systems and repositories?

If the vendor is not able to give answer to all these, you should explore another vendor.

Red flags worth taking seriously

If a quote is coming about the project scope without having the actual proper discussion, then it is a red flag. Before giving any accurate estimate, a company has to understand what you are building. If the company does not want to put the engagement terms, IP ownership and security practices in writing, it is also a big red flag.

There is another red flag: if the sales process does not let you talk to the development team who will work on your project. You are not buying just the company brochure; you are hiring people who will work on your project.
